Appeal: Bromley Towers Rejected for Being ‘Overbearing’ Despite Housing Needs

High-Rise Development in Bromley Rejected by Inspector Due to Visual Impact and Privacy Concerns

Two mixed-use towers in Bromley were recently refused planning permission due to their height and potential negative impact on the surrounding area, despite the borough's need for more housing. Ringers Road Properties Ltd proposed two towers at the land of 2-4 Ringers Road and 5 Ethelbert Road, BR1 1HT, providing homes, co-working spaces, and retail units. Though the site was allocated for residential development in Bromley's local plan, the council raised concerns about the towers' visual impact, effect on nearby buildings, and living conditions.

Planning Inspector G Rollings acknowledged that the high-density proposal aimed to address housing needs. However, the towers were deemed too tall, overdevelopment and "overbearing" compared to the predominantly low-rise surrounding buildings. The development also raised concerns about restricted privacy for future residents and reduced outlook and daylight for neighbouring properties.

While the inspector agreed that the proposal wouldn’t harm the Bromley Town Centre Conservation Area, the visual intrusion outweighed the housing benefit. Even though Bromley has a low housing land supply of just 2.4 years, the planning inspector concluded that the harm caused to the area’s character was too significant to justify the proposal.
