The fly-tipping spot has mountains of rubbish in it, including old furniture, discarded mattresses and full bin bags.
The site – which is the preferred site for the new Luton Town Football Club stadium – is even thought to contain deadly asbestos and is right next to a popular shopping centre.
Local people have blamed the fly tipping on travellers, however the site has been used as an illegal dumping ground for many years.
The dump is nearly 100m long and several feet deep in some parts.
Notices warning that the land is private property and reminding people not to trespass have apparently been ignored.
A spokesman for Luton Borough Council said: ‘As residents may be aware there has recently been an encampment of travellers on Power Court who have used this site on a commercial scale as an unofficial waste tip.
‘We are appalled by the illegal, antisocial behaviour of this group, which is estimated to have dumped 500 tonnes of commercial waste and human excrement.
‘Having given a court order to move the group on we are now working with the landowner, whose responsibility this sadly is, to get this horrific dumping of waste cleared up as soon as possible.
‘Given the significant scale of this incident we have also contacted the Environment Agency for assistance.’
