Listed Building Consent in relation to internal alterations for use as two 2-bedroom single family dwelling houses. Planning Permission for change of use from Offices (Use Class E).

4D Planning's role

4D Planning were instructed by the client to achieve planning permission for the change of use and conversion of the offices (use class E) to two residential houses (Use Class C3). We had previously obtained permission for No 1 next door and the proposal was to replicate as much as possible the work/ design/ materials of the neighbouring property. Although the layout were similar, there were some challenges with fire regulations and the fabric of the properties which were protected - as the properties are Grade II listed. We produced the architecture drawings, Building Regulations and coordinated with a Building Control Inspector and Fire Consultant to ensure that all considerations were taken into account at planning phase. We prepared a detailed Design and Access Statement, Planning Statement and Heritage Statement, obtained the detailed drawings for the utilities and mist system to support the application. Westminster Council granted planning permission and listed building consent following extensive negotiations.

Restoring Goodwin's Court: Converting Listed Offices Back to Homes

The Historical Significance of Goodwin's Court

Goodwin's Court, located in the heart of London (WC2N 4LL), dates back to the 17th century, with its charming Georgian architecture and original listed properties. Over time, these properties transitioned from residential dwellings into office spaces, significantly altering their use and character. Originally built as homes, they were integral to the fabric of London’s history, preserving a unique blend of architectural and cultural heritage.

Benefits of Converting Listed Offices Back to Residential Use

Converting these offices back into residential use offers several key benefits. First, when listed buildings are lived in, they are typically better cared for than commercial or communal properties. Residents have a vested interest in maintaining and preserving the historical features, as their personal investment encourages regular upkeep. On the other hand, commercial properties often experience higher wear and tear due to the transient nature of occupants.

Residential use also contributes to the area's liveliness, bringing a sense of community and personal pride. Occupants are more likely to protect and cherish their home’s heritage features, from the original windows to the period fireplaces, ensuring the long-term preservation of the building's history.

4D Planning’s Expertise with Goodwin’s Court

4D Planning has played an instrumental role in restoring these iconic properties to their original residential use. Our work began several years ago with No. 1 Goodwin’s Court, where we successfully obtained both listed building consent and planning permission. More recently, we applied for similar permissions for No. 2 and No. 3, guiding the project through careful negotiations with Westminster Council’s planners.

Planning and Heritage Considerations for Listed Buildings

Securing permissions for listed buildings like those in Goodwin’s Court requires meticulous planning and attention to heritage considerations. Westminster Council closely monitors any proposed changes to ensure the preservation of the area’s architectural integrity. At 4D Planning, we thoroughly addressed all planning and heritage concerns, creating a sympathetic conversion design that balanced the need for modern living with the preservation of historical elements.
